ImageWigan Council has turned to the latest computer mapping technology to improve its highways services. Using an advanced multi-layered mapping system called MapNow from Mayrise Systems, every inch of the regions street and footways are being mapped and classified, improving the council’s records so the management and services can be improved.

Already over 7000 map polygons have been created, making details of every section of road immediately available for council staff undertaking land and property searches. The MapNow system integrates with MAYRISE management software that Wigan use for highways maintenance, refuse and cleansing, street works and shortly street lighting. By clicking on a location on the map, records can be viewed in an instant to give staff all the detailed information they need.

MapNow provides multiple layers that can be viewed over Ordnance Survey base maps or map-matched aerial photographs. The ownership of Wigan’s highways has had a complex history with Wigan adopting many roads following local government re-organisation. “Creating accurate ownership records has been crucial for legal searches and this has been the initial driving force behind the work to improve records. The work is however also a key part of the council’s e-government plans to make information more accessible to everyone” says Dave Heyes, Project Manager of the Highways Records Conversion Scheme.

Other information being mapped includes highway related claims allowing clusters to be identified, and footway inspection classifications, highway schemes and maintenance information. “With accurate, centralised records there are huge benefits in efficiency and customer service. Already the work involved in tasks such as legal searches and traffic scheme proposals has been made much easier saving hours trawling through paper files” says Dave Heyes.

Wigan has made other advances using technology elsewhere. Highways defect reporting has been revolutionised using their MAYRISE system, with electronic reporting and processing having eliminated a long paper trail. This defects system automatically raises work orders and sends e-mails to the utilities to inform them of defects relating to their services.

“Mayrise has proven to be an invaluable partner in developing what we see as industry-leading systems. We have also recently implemented a new mail management system, MailNow, that will further impact the council’s services, and their street lighting system is about to be installed, making MAYRISE systems the cornerstone of many of our services” comment Dave Heyes.
