West Berkshire Council has implemented a new computerised system to improve the co-ordination and safety of road works across the County area. The MAYRISE system automatically collates street work notices from external contractors, enables co-ordination of works on the highway and facilitates site inspections and defect reporting. The system has enabled West Berkshire to improve the efficiency of their street works operation and fulfil statutory obligations and e-Government targets.
West Berkshire is a unitary authority with responsibility for a wide range of services including the co-ordination of all works, actual and proposed, on the carriageway, footpath or verge. Any excavation on the highway, for example laying new or maintaining existing apparatus by utility companies, must be carried out by a Utility who is a Government Licence holder or have a been granted a Street Works Licence in accordance with the New Roads and Street Works Act 1991 or the Highways Act 1980.
“The Mayrise system is an excellent tool for co-ordinating notices of intended works from external contractors,” said Neil Ainsworth, Principal Engineer, Highways and Transport. “It automatically collates notices for review, enables the return of notices requiring additional information or clarification and facilitates the inspection of works programmes and reporting of defects.”
Notices are received electronically from third party organisations, such as utility companies, approved street works contractors and in the future from other Council departments and Council contractors, (currently such notices are sent in paper form). Valid notices are entered into the Mayrise System which automatically compares each notice with other received notices and other essential Council data. The system flags potential issues or conflicts, such as traffic sensitive streets, forthcoming events or a clash with an existing street works notice, for intervention by the Street Works team.
“Improving transportation within West Berkshire is one of the Council’s ten strategic priorities,” continued Ainsworth. “Mayrise gives us control and total visibility of all notified works on the highway enabling us to reduce disruption to road users and maintain the quality of the highway.”
Mayrise Street Works automatically produces schedules of works to be inspected for safety and specification compliance across three classifications; works in progress, recently completed works and re-instatements at the end of the guarantee period. In addition Mayrise Street Works seamlessly links to the Electronic Local Government Information Network (ELGIN) website that provides an up-to-date interactive map of current and planned works on the road ensuring West Berkshire meets their obligations under e-Government legislation.
